PROCEDURE:
- Combine all ingredients except shortening.
- Mix for 2 minutes at low speed.
- Add shortening. Mix to full gluten development.
- Scale at 70 grams dough weight.
- Rest for 5 to 10 minutes.
- Flatten dough and add filling. Seal.
- Proof for an hour and a half or to at least double in size.
- Steam for 18 to 20 minutes.
